This expert is an architect and environmental planner who has been responsible for major planning and architectural design projects in this country and abroad throughout a career of twenty-five years.

Recent work has focused on representing construction lenders, including banks, insurance companies, pension funds, and others on major construction projects. In this work, this consultant served as an independent contractor for national due diligence consulting firms – representing them in the San Francisco Bay Area. Projects ranged from high-rise residential, offices, and mixed use buildings, to suburban multi-family housing, office condominiums, and retail centers. Services included Property Condition Reports, Phase I Environmental Assessments, construction inspections to approve payment applications, and other due diligence evaluations.

This consultant has extensive experience in the design and implementation of public participation programs in urban and rural communities throughout the nation. This consultant’s work emphasizes the workshop approach in which the participants are provided opportunities to influence planning and design decisions through consensus building small-scale group discussions, providing comments and suggestions on planning alternatives.

As the founder of the Design Review Board of the San Francisco Bay Conservation and Development Commission, this expert served as the Board’s Chairman. This consultant has also been directly involved with current architectural education and research — serving as Vice Chairman of the Department of Architecture at the University of California, Berkeley. This expert served as Visiting Senior Lecturer at University College in London and also conducted research studies of rapid transit systems throughout western and Eastern Europe.

This expert was a founder of the Environmental Design Foundation of Northern California and served as President of the Board of Trustees.

Responsibilities included all buildings and facilities, capital planning, and construction. Additional responsibilities included environmental assessments for more than $500 million in new buildings and renovation projects, for all campus facilities and for those at satellite properties, and for the preparation of the first new Long Range Development Plan for the campus in the past quarter century. Prior work included the UCSF Mission Bay Campus Design Competition; a study of federal land use controls in energy resource states for the U.S. Environmental Protection Agency; development of an environmental planning methodology for the U.S. Air Force; and environmental assessments of alternative public facility sites in San Francisco. Other projects included the Appearance and Design Element of the California Coastal Plan; transportation planning programs for the elderly and handicapped; planning studies of a new town proposed for 27,000 people; and the Long Range Development Plan for the University of California campus at Santa Barbara. The application of risk assessment to environmental planning; general plan elements for small communities; impact studies of high-rise development in San Francisco; and the Golden Gate Transportation Corridor Project (emphasizing direct citizen participation in the planning process) are other examples of notable projects.

This expert completed urban design studies of the Bay Area Rapid Transit System for San Francisco and many of the other cities through which this system passes, as well as major planning and architectural design projects in many other major cities throughout the nation. This work received several awards, including two awards from the Department of Housing and Urban Development for excellence in urban transportation planning.
