  • Development, implementation, and management of the Rocky Flats Closure Site Services, LLC (RFCSS) S&H program that dramatically improved the record of the previous contractor. The total recordable incidence rate (TRIR) dropped from 4.6 to 0.57, and the lost workday case rate dropped from 2.6 to 0.19.
  • Primary development of the Picasso seminars. These seminars include 50 hours of instruction that taught first-line personnel to integrate ES&H responsibilities into every aspect of supervision.
  • Authored and managed document production for safety, health, and environment compliance procedures to follow EPA, and OSHA requirements. Companies included Bechtel, CH2M HILL, and Jacobs Engineering.
  • Development and presentation of hundreds of ES&H training courses to varied audiences, in many different geographical regions. Example courses include fall protection, excavation, respiratory protection, radiation protection, and OSHA authorized 10-hour general industry and construction safety classes.

HSE Advisor, BP Exploration

HSE Advisor for upstream oil and gas production facilities at Prudhoe Bay, Northstar Island, and the North American Gas San Juan Basin area. As a member of the BP leadership team, advice and direction was provided to assist Senior Management in safe operation. In 2009 a promotion to serve as the Functional HSS Team Lead in the San Juan area of Colorado and New Mexico was obtained. The San Juan area specializes in natural gas and condensate production. Under this expert’s leadership, TRIR rates in San Juan South were reduced from 1.15 to zero in less than three years.

Sr. Industrial Hygienist, Corps of Engineers (COE)

Following hurricane Katrina this expert volunteered for a special assignment on the Gulf Coast of Louisiana. As the Senior Industrial Hygienist to the USCOE, responsibilities included the development of a comprehensive air and soil sampling program to evaluate potential hazards to response workers. During the course of the project thousands of air and soil samples were obtained and analyzed. Based upon sample results PPE requirements were developed for the response work force.

EHS&S Manager, Suncor Energy

EHS&S Manager for the 320 million dollar construction and clean fuels project at the Denver Refinery. The project involved the construction of new hydrogen and hydro-desulphurization (HDS) units as well as the modification of almost the entire refinery and process system. The Denver refinery was purchased from Conoco Phillips and incorporated the existing procedures providing experience using Conoco methods.

Director of Safety, Health, Radiation Protection, and Training, Jacobs Engineering Group Inc.,Jacobs Sverdrup, &Rocky Flats Closure Site Services, LLC

Responsibilities included implementation of a comprehensive Integrated Safety Management program for RFCSS. The program included an annual budget of approximately $2M with 18 employees and subcontracted personnel. The Management scope included industrial and construction safety, industrial hygiene, chemical and hazardous material management, incident investigation, occurrence reporting, joint company union safety concerns, and training. Other responsibilities include compliance with the site SAR and the authorization basis for a category 3 nuclear facility. The focused ES&H program netted excellent results for RFCSS, dramatically improving the safety record of the previouscontractor.

Technical Group Director, CH2MHill

Responsibilities included providing technical guidance to health and safety personnel, and developing the corporate health and safety program. Other duties included management of the Paducah Gaseous Diffusion Plant site investigation health and safety program. This project combined the services of radiation protection, safety, industrial hygiene, and environmental compliance to create a more efficient operation. This effort required cross training and providing a work environment that minimized unnecessary boundaries.

Corporate Health Training Administrator, Bechtel Corporation

Efforts included the development of hazardous waste and hazard communication training programs. Collateral duties included serving as the Health and Safety supervisor on several projects including the Oak Ridge National Laboratory remedial investigation. This project included radiological and chemical hazard assessment, waste management, environmental sampling, training, medical surveillance, and procedure preparation.

Other significant work efforts included the Calvert City Project, a large construction and remediation effort. The project involved construction of treatment facilities and remediation of hazardous waste that was produced as a by-product of vinyl chloride manufacture. Responsibilities included ES&H program management, personnel supervision, hazard awareness training, workmen’s compensation program oversight, medical screening, and fire protection.

Compliance Safety and Health Officer (CSHO), U.S.Department of Labor/OSHA

Work involved several hundred progressively more complex federal inspections of various industrial facilities. Major manufacturing facilities inspected included Dupont-Sabine River Works, Texaco Refining, Mobile Oil, Kerr-McGee, Gulf Oil, Jefferson Chemical, American Petrofina, Georgetown Steel, Owens-Illinois, and Scott Paper Company. Later assignments included catastrophe and fatality investigations of multi-national chemical and petroleum refining corporations.
