Project economist for risk analysis and life cycle cost analysis for a protective cover for the Thimble Shoal Channel Tunnel at Norfolk, VA. The study determined potentially damaging events and associated probabilities to which the undersea tunnel was at risk. Several protective covers were evaluated, along with a no-action alternative, and system costs were developed and a least-cost solution was arrived at.
